Issues examined in the first part focus on service delivery - for example, the organizational structure of service delivery, gender mental illness and substance abuse and racial service disparities, mental illness and substance abuse and challenges women face as mental health administrators. Contributors to Part Two explore special issues mental illness and substance abuse and populations, including women who have survived trauma such as sexual abuse, mental illness and substance abuse and women with mental disorders who are in prison.

Substance Abuse and Mental Health Services Administration - Substance Abuse and Mental Health Services Administration (SAMHSA) is the US Federal agency charged with improving the quality and availability of prevention, treatment, and rehabilitative services in order to reduce illness, death, disability, and cost to society resulting from substance abuse and mental illnesses. The Substance Abuse and Mental Health Services Administration (SAMHSA) is a branch of the United States Department of Health and Human Services.

Substance abuse - Substance abuse refers to the overindulgence in and dependence on a stimulant, depressant, chemical substance, herb (plant) or fungus leading to effects that are detrimental to the individual's physical health or mental health, or the welfare of others.

Supportive Housing - Supportive Housing refers to housing which is coupled with social services such as job training, alcohol and drug abuse programs, and case managment. It is often targeted at low-income workers and populations in need of assistance such as the homeless, those suffering from mental illness or substance abuse problems, and the eldery or medically frail.

Partial hospitalization - Partial hospitalization is a type of program used to treat mental illness and substance abuse. In partial hospitalization, the patient continues to reside at home, but commutes to a treatment center up to seven days a week.
